What is an IDIQ

An IDIQ contract provides an indefinite quantity of supplies or services during a fixed period of time. Sometimes called "Task Orders" or "Delivery Order Contracts," IDIQ contracts are a secondary type of Indefinite Delivery Contract (IDC), which is a "vehicle that has been awarded to one or more vendors to facilitate the delivery of supply and service orders.”

Procurement Process

Government procurement and the rules surrounding procurement and IDIQs in the U.S. stem from The Federal Acquisition Regulation (FAR). FAR covers the contracts issued by the U.S. military, NASA, and U.S. civilian federal agencies.

Various U.S. government agencies, such as The General Services Administration (GSA), and the Department of Defense (DoD), award IDIQ contracts.

Contracts can be agency-specific, or they may be a Government-Wide Acquisition Contract (GWAC)—a multi-agency contract between the agency and a private business, ensuring that the myriad government rules and regulations are followed.

Streamlined Services

The efficiency of IDIQ contracts over traditional procurement is what makes them so appealing, saving the government money and time. The government uses an IDIQ contract when it cannot predetermine, above a specified minimum, the precise quantities of supplies or services that it will require during the contract period, hence indefinite delivery/indefinite quantity. However, exact dollar amounts for minimums must be named.

An IDIQ contract is also more streamlined, allowing for negotiations to be made only with the selected company (or companies). Along with exact dollar amounts, IDIQ contracts are usually for a specified number of base years with renewal options for additional years, typically not in excess of five years.

The government places delivery orders (for supplies) or task orders (for services) against a basic contract for individual requirements. Minimum and maximum quantity limits are specified in the basic contract as either number of units (for supplies) or as dollar values (for services).
